Yes, it's based on the synth horn behind the monologue of "Under the Wheel"-- very different song for all that though.
Of all the Finn songs released this year, and there have been kind of a lot, this is probably my favorite. Its beautiful piece of art-rock.
Interesting, in a promo interview for the True Colours remix the other day, Tim mentioned the Forenzics project. Seems it's ongoing, not like it's already an album in the can.
"It is a very slow-motion kind of project where we're sending files to each other," Finn explains. "We haven't been in the same room yet, except we did make a video for the first offering and there's a second offering coming up.

Are the lyrics new? I don't recognize them at the moment but that doesn't mean anything.
So both of the songs (Walking and Strange Stars) appear to belong to the same category of "recycling", a method so characteristic of Tim's song writing, discussed in connection with a large number of Tim's songs many times in this forum.
I'm happy to hear these very successful attempts at creating something new from a bit of old.

I believe the lyrics are new, as is the vocal melody. The backing track uses elements from the Finn-Judd song "Under the Wheel."
The only words I found in common were “under” and “stars”
I just felt compelled to transcribe the lyrics... sorry the line spacing is a bit odd:

And interestingly, when you hear melodies on this record, it invites you to make your own connections with older Split Enz material and reminds you how little melodies often live like ghosts in your mind. There’s a motif in Abandoned, for example, that reminds me of Message to My Girl — not an exact copy, but a strange mirror image. You actually start remixing it in your mind. Did you ever have that experience, where you can’t stop hearing the melodies super-imposed on other tracks
